Only members who are in the alliance during the matchmaking phase (UTC 23:00, Sunday) will be ranked. You can keep your points after switching alliances. If you return to your initial alliance later, you can continue earning points. However, points earned in another alliance won't count toward your original score, and you won't be ranked.
