Leading States: States at the vanguard of human prosperity. Power limits for transferring to Leading States can be set within the top three tiers, and are preset to the lowest; Leading States cannot issue Special Invites.

Ordinary States: All States other than Leading States.

Note: Transfer limits vary between the two types of States.

- Ordinary States have a transfer cap of 55, of which 35 are Ordinary Invites and 20 are available during "Transfer Opens".

- Leading States have a transfer cap of 30, of which 20 are Ordinary Invites and 10 are available during "Transfer Opens".

If a State has Special Invites available, it can invite the president of other States to transfer.
