1. Alliances: all alliances may sign up, but only a certain number of the Zone's top-ranking alliances will be given enlistment eligibility after the sign-up phase. The number of alliances vying for entry into the Frostdragon Battlefield in a given Zone will be largely determined by the number of States assigned into the same Zone, with more opportunity the more States present. See the event page for the exact number.

2. Individual Chiefs: alliances deemed eligible after the sign-up phase can request or be invited to join the battle in the Combatant Dispatch phase. A minimum Furnace level requirement applies, and it may vary between different Zones.
