This event opens up nearby States of a similar level of development for Transfer, except where a character is 45+ days older than the target State. If a State is not shown on the State List, it means it is not available for Transfer.

Note: If other players from your State can transfer to a State while your transfer fails, it might be because your character is 45+ days older than the target State.
