You can tap the Friends button in the upper right corner of the main interface, search for the name or user ID of a friend you want to add and send a friend request. The friend will be added successfully after the request is approved. Besides, you can also find the friend requests from other players on the Friend Requests interface. If you approve the request, you can add the player as a friend.
