You will unlock the Cloud Upgrade Station by completing the task "An Industrious Sweetling".  Its core function is to upgrade decorations crafted in the Cloud Forge using decoration blueprints, which can be obtained by completing Creativity Catalyst tasks.

Important note: Upgrading a decoration does not grant you an extra copy. It only levels up your existing decoration.
