You can deploy one Queue at the beginning phase. As your game proceeds, you can unlock more but up to 4 queues by researching technology in the R&D Center. You can also buy “March Queue Bundle” in the Top-Up Center, or hire a temporary Queue with Gems on Hire Queue panel popped up when you need another queue to continue your action.
