The Leader of a Club can accept applications from potential members and kick other members (both normal members and Officers) out of the Club. They are able to promote and demote all other members. They can also edit all of the Club's information.

A Club Officer is able to accept applications from potentials members and kick other members (only normal members) out of the Club. They are able to edit the Club Notice, the requirements to join the Club and the status of the Club (locked, closed, or open).

The difference is that Club Officers cannot kick the Leader or each other from the Club, they cannot promote or demote each other and they cannot change the Club Name or Club Badge.
