When creating a Club you can choose a Club type.

A locked Club type means that other players must apply to join your Club, and you must accept them before letting them in. An open Club means that anyone who meets the requirements can join. A closed Club means that no one can join your Club.

You can change these settings at any time when you view your Club information.
