For most of the buildings, you may need to complete the construction first. Once you have gathered the required materials, tap on the Build button. If you are not sure where to get the materials, just tap on the question mark icon and you will be guided to where you can make or gather them.

Some buildings may have multiple stages of construction. If you open the construction panel of a building, you can see the stage info right below the icon of the building.
