Debt Collector allows you to get additional rewards for performing various game actions, such as opening safes, fighting Kingpins, etc. When Debt Collector is online, you can access it via the icon with three clipboards on the right side of the main street screen. Scroll down to see all the tasks.
Collect the Debt Collector Vouchers for completing the tasks and open the Exchange Shop (the button in the bottom of the Debt Collector panel) to exchange them for rewards. After the Debt Collector is over, the Exchange Shop is open for 2 more days in order to allow all players to exchange their remaining vouchers for rewards which is why the event itself and the Exchange Shop have different timers you can keep an eye on. If not spent, vouchers will expire when the Shop timer runs out.
